We know privacy policies are usually long and confusing. We've tried to keep this one clear and honest. If something doesn't make sense, email us at privacy@neighborhoodvalueplus.com and we'll explain it in plain English.
1. Who We Are
Neighborhood Value Plus LLC ("Neighborhood Value Plus," "we," "us," or "our") operates the Neighborhood Value Plus platform, including the website at neighborhoodvalueplus.com, the Neighborhood Value Plus mobile application, and all related services (collectively, the "Platform"). We are a Portland, Oregon-based company located at 2800 SE Gladstone Street, Portland, OR 97202.

2. What Information We Collect
Information You Give Us Directly
When you create an account, subscribe, or use our features, you may provide:
Account Information: Name, email address, phone number, mailing address, neighborhood, and password
Payment Information: Billing details processed securely through Stripe (we never store your full credit card number on our servers)
Household Information: Names, ages, and relationships of household members you add to your family account, including children and dependents of any age
Profile Information: Skills, availability, tools you own, and any other details you choose to share through Skill Swap, Time Bank, or your profile
Pet Information: Pet name, breed, species, age, photos, health notes, microchip status, veterinarian details, and emergency contacts you add to the Pet Center
Issue Reports: Photos, descriptions, and locations of neighborhood issues you report
Votes and Preferences: How you vote on neighborhood priorities and service quality assessments
Communications: Messages you send through the Platform, including Quick Connect requests, Micro-Event posts, and community chat messages
Referral Information: Contact information you provide when referring neighbors to the Platform
Verification Documents: Photos of receipts, documents, or other materials you submit for verification purposes through our Hangout verification or address verification systems
Information About Family Members and Minors
Neighborhood Value Plus is a household-based platform. The subscribing adult (the "Account Holder") may add family members of any age to their household account. Here is how that works:
Adults and Household Members of All Ages: Account Holders may add spouses, partners, children, dependents, extended family, and other household members of any age. The Account Holder is solely responsible for managing all household member profiles and the information entered about them.
Children Under 13: We comply with the Children's Online Privacy Protection Act (COPPA). Children under 13 do not create their own accounts. All information about children under 13 is entered, managed, and controlled exclusively by the Account Holder (the parent or legal guardian). We do not knowingly collect personal information directly from children under 13. If you believe a child under 13 has independently provided us with personal information without a parent or guardian's involvement, please contact us immediately at privacy@neighborhoodvalueplus.com and we will delete it.
Teens Ages 13-17: Teens between the ages of 13 and 17 may participate in certain Platform features, including the Youth Services Marketplace, only with verified parental or guardian consent provided through the Account Holder's household management tools. The Account Holder must provide approval before any teen can access youth service features, accept service bookings, or earn compensation through the Platform. All youth-related activity notifications are sent to the Account Holder.
Youth Services Marketplace Participants (Ages 14-17): For teens participating in the Youth Services Marketplace, we collect the teen's name, age, service offerings, availability, and performance ratings. A parent or legal guardian must provide verified approval before any Youth Services account is activated. The parent or guardian receives notifications about all bookings and service activity. Youth contact information is never displayed directly to other users; all coordination goes through the parent or guardian.
Information Collected Automatically
When you use our Platform, we automatically collect:
Device Information: Device type, operating system, browser type, and unique device identifiers
Usage Data: Pages visited, features used, buttons clicked, time spent on the Platform, XP earned, achievements unlocked, and engagement metrics
Location Data: General neighborhood area for service matching and geographic features (we use Mapbox for mapping). We do not track your precise real-time location continuously. Location data is used to assign you to your neighborhood zone and to display relevant community information
Log Data: IP address, access times, and referring URLs
Information from Third-Party Services
We receive limited information from services we integrate with:
Stripe: Payment confirmation status and subscription details (not your full card number)
Twilio: SMS delivery status for notifications we send you
Mixpanel: Anonymized usage analytics to improve the Platform
Mapbox: Geographic data for neighborhood mapping features (no personal identifiers shared)
Tremendous: Gift card delivery confirmation for rewards you redeem
3. How We Use Your Information
We use your information to:
Operate the Platform: Create and manage your account, process subscriptions, manage household member profiles, assign contractors, manage voting cycles, and track XP and achievements
Deliver Services: Coordinate neighborhood maintenance services, manage contractor assignments, facilitate service quality voting, and process service requests submitted by the community
Communicate with You: Send service updates, voting reminders, issue status notifications, Lifestyle Lottery results, referral confirmations, safety alerts, and important account information via email, SMS, and in-app notifications
Improve the Platform: Analyze usage patterns to fix bugs, improve features, develop new services, and optimize the user experience
Facilitate Community Features: Enable Skill Swap, Time Bank, Quick Connect, Pet Center, Micro-Events, Youth Services Marketplace, Emergency Network, Neighbor Marketplace, and community chat
Process Payments: Handle subscription billing, contractor payments through Stripe Connect, referral rewards, gift card distribution through Tremendous, and Lifestyle Lottery prize distribution
Ensure Safety: Verify addresses through our verification systems, process youth parental approvals, verify contractor credentials and insurance, moderate community content, and prevent fraud or misuse
Manage Gamification: Track XP earnings, calculate levels and titles, process achievement unlocks, manage leaderboard rankings, and coordinate seasonal challenges
Comply with the Law: Meet legal obligations, respond to lawful requests, and protect our rights
We will NEVER:
Sell your personal information to third parties
Share your data with advertisers or data brokers
Use your information for purposes unrelated to the Platform without your consent
Target advertising to minors
Use children's data for profiling or behavioral tracking
4. How We Share Your Information
We share your information only in these specific situations:
With Other Neighbors: Your first name, neighborhood, and public profile information (such as Skill Swap offerings and community achievements) are visible to other members in your neighborhood cluster. You control what is public through your profile settings. Family member profiles for children under 18 are never visible to other users unless the Account Holder specifically enables limited visibility for Youth Services Marketplace listings
With Contractors: When a contractor is assigned to an issue in your neighborhood, they see the issue location and description but NOT your personal contact information. Contractor communication is facilitated through the Platform
With Business Sponsors: Aggregated, anonymized neighborhood data (such as participation rates and service completion metrics) may be shared with business sponsors. Individual personal information is never shared with sponsors
With Service Providers: We use trusted third-party services to operate the Platform:
Stripe for payment processing and contractor payouts
Twilio for SMS notifications and communications
Mixpanel for anonymized analytics
Mapbox for geographic and mapping features
Glide for application hosting
Make.com for workflow automation
Customer.io for email communications
Tremendous for gift card reward delivery
Claude Vision API for document and receipt verification
For Legal Reasons: If required by law, court order, subpoena, or governmental request, or to protect the safety of our users, the public, or Neighborhood Value Plus LLC
Business Transfers: If Neighborhood Value Plus LLC is involved in a merger, acquisition, or sale of assets, your information may be transferred as part of that transaction. We will notify you before your information becomes subject to a different privacy policy and will provide you with the opportunity to opt out where required by law
5. How We Protect Your Information
We take the security of your data seriously:
Encryption: All data transmitted between your device and our servers is encrypted using industry-standard SSL/TLS protocols
Row-Level Security: Our database uses Row Owner controls, meaning your personal data is only accessible to you and authorized administrators. Other users cannot access your private household information, payment details, or contact information
Payment Security: All payment processing is handled by Stripe, which is PCI DSS Level 1 certified (the highest level of payment security certification)
Access Controls: Only authorized Neighborhood Value Plus LLC team members can access user data, and only on a need-to-know basis for Platform operations
Youth Data Protection: Youth Services Marketplace data has additional access restrictions. Youth contact information is never exposed to non-family users. All youth service coordination is routed through the parent or guardian
Verification Data Handling: Photos and documents submitted for verification purposes are processed by our AI verification system and are not stored beyond the verification period unless required for dispute resolution
Regular Reviews: We periodically review our security practices and update them as needed to meet evolving industry standards

6. Your Rights and Choices
All Users Have the Right To:
Access the personal information we hold about you and your household members
Correct inaccurate information in your account or in household member profiles you manage
Delete your account and associated personal data, including all household member data
Opt Out of marketing emails and non-essential SMS notifications (you cannot opt out of critical account and safety notifications while your account is active)
Export your data in a portable format upon request
Withdraw Consent for optional data processing at any time
Manage Household Data: Review, edit, or remove any household member profile you have created, at any time, through your account settings
Parents and Guardians Have Additional Rights To:
Review all information collected about their children at any time through their Account Holder dashboard
Request deletion of any child's information at any time
Withdraw consent for their teen's participation in Youth Services or any other Platform feature
Receive notifications about all activity involving their minor children on the Platform
Restrict or modify the visibility of their children's information
Oregon Residents
Under the Oregon Consumer Privacy Act (OCPA), Oregon residents have additional rights including the right to know what data we collect, the right to delete personal data, the right to correct inaccuracies, the right to obtain a copy of personal data, and the right to opt out of the sale of personal data (note: we do not sell personal data) and targeted advertising. California Residents
Under the California Consumer Privacy Act (CCPA) as amended by the California Privacy Rights Act (CPRA), California residents have the right to know, delete, correct, and opt out. We do not sell or share personal information for cross-context behavioral advertising. California residents may also designate an authorized agent to make requests on their behalf. Colorado, Connecticut, Virginia, and Other State Residents
Several states have enacted comprehensive privacy laws that may provide you with additional rights. These include the right to access, correct, delete, and opt out of certain data processing activities. How to Exercise Your Rights
Email privacy@neighborhoodvalueplus.com with your request. We will respond within 30 days (or sooner if required by your state's law). We may need to verify your identity before processing certain requests. You will not be discriminated against for exercising your privacy rights — your subscription price, service quality, and Platform access will not change based on whether you exercise privacy rights.
7. Data Retention
Active Accounts: We retain your information for as long as your account is active and your subscription is current
After Cancellation: We delete your personal data within 90 days of account cancellation, except for information we must keep for legal, tax, or accounting obligations (such as payment records, which may be retained for up to 7 years)
Issue Reports and Votes: Anonymized voting and issue data may be retained for community analytics and historical neighborhood records after your account is deleted. This data cannot be linked back to you
Youth Data: Youth Services data is deleted within 30 days if parental consent is withdrawn, or when the participant turns 18 and does not independently create their own adult account
Children's Data (Under 13): Data about children under 13 is deleted immediately upon request by the Account Holder, or within 90 days of account cancellation
Referral Data: Referral records are retained for the duration of the referral reward period and for up to 12 months after for tracking and compliance purposes
Verification Data: Verification photos and documents are retained only for the duration of the verification process and for up to 30 days afterward, unless needed for an active dispute
8. Cookies and Tracking
Our website and Platform use the following technologies:
Essential Cookies: Required to keep you logged in, remember your preferences, and maintain your session. These cannot be disabled while using the Platform
Analytics (Mixpanel): We use Mixpanel for anonymized usage analytics to understand how people use the Platform so we can improve it. This data is aggregated and cannot identify individual users
Communication Tracking (Customer.io): We track email open rates and link clicks to optimize our communication timing and content. You can opt out of non-essential emails at any time
We do NOT use:
Advertising cookies or tracking pixels
Third-party advertising networks
Cross-site tracking technologies
Behavioral profiling for ad targeting
You can manage cookie preferences through your browser settings. Disabling essential cookies may affect Platform functionality.
9. Children's Privacy and Family Data
We take family privacy extremely seriously.
Neighborhood Value Plus is a household-based platform. The subscribing adult (Account Holder) manages all household member profiles, including those of children of any age
Children under 13 do not have independent accounts. All data about children under 13 is entered and managed exclusively by the Account Holder. We do not collect data directly from children under 13. We comply fully with the Children's Online Privacy Protection Act (COPPA)
Teens ages 13-17 may participate in certain features with verified parental consent, including the Youth Services Marketplace (limited to ages 14-17). Parents receive notifications of all teen activity
Parents and guardians can review, modify, or request deletion of their children's information at any time by contacting privacy@neighborhoodvalueplus.com or through their account dashboard
Children's and teen's contact information is never displayed to other Platform users. All communications involving minors are routed through the Account Holder
We do not target advertising to minors, use children's data for profiling, or share minor's data with third parties except as necessary to operate Platform features with parental consent
We conduct regular assessments of our data practices involving minors to ensure ongoing compliance with federal and state children's privacy laws, including COPPA and applicable state laws regarding minors' data
If you believe a child under 13 has provided us with personal information without parental involvement, please contact us immediately and we will delete it.
10. SMS and Communication Preferences
Neighborhood Value Plus uses Twilio to send SMS notifications. By providing your phone number and subscribing to the Platform, you consent to receive the following types of messages:
Transactional Messages: Voting reminders, issue status updates, contractor assignment notifications, payment confirmations, and account security alerts
Community Messages: Lost pet alerts, safety notifications, emergency alerts, and Lifestyle Lottery results
Promotional Messages: Referral program updates, new feature announcements, and seasonal challenge invitations
Your choices:
You can opt out of promotional messages at any time by replying STOP or adjusting your notification preferences in the app
Transactional and safety messages cannot be disabled while your account is active, as they are essential to Platform operations

11. Third-Party Links and Services
The Platform may contain links to third-party websites, services, or applications that are not operated by Neighborhood Value Plus LLC. We are not responsible for the privacy practices of these third parties. We encourage you to review the privacy policies of any third-party service you access through or in connection with our Platform.
12. International Data
Neighborhood Value Plus LLC operates exclusively in the United States. Our servers and data processing facilities are located in the United States. If you access the Platform from outside the United States, please be aware that your information will be transferred to, stored, and processed in the United States.
13. Do Not Track Signals
Some browsers include a "Do Not Track" (DNT) feature. Because there is no accepted standard for how to respond to DNT signals, our Platform does not currently respond to DNT signals. However, as described in this policy, we limit our tracking to essential analytics and do not engage in cross-site tracking or targeted advertising.
14. Changes to This Policy
We may update this Privacy Policy from time to time. When we make significant changes, we will:
Post the updated policy on our website with a new "Last Updated" date
Notify active subscribers via email and/or in-app notification
Give you 30 days' notice before material changes take effect
If changes affect how we handle children's data, we will seek renewed parental consent where required
Your continued use of the Platform after changes are effective means you accept the updated policy. If you do not agree with the changes, you may cancel your subscription and delete your account at any time.
