What NVP+ Uniquely Solves
NVP+ is not a single app solving a single problem. It is 14+ interconnected systems that together solve thousands of issues that have plagued American neighborhoods for decades — isolation, unsafe streets, unaffordable services, lack of community trust, no way to coordinate collective action, and no infrastructure connecting neighbors to each other or to the local economy.
Most platforms solve one problem for one type of user. NVP+ solves dozens of problems simultaneously for every member of the household — parents, teens, seniors, pet owners, renters, homeowners, veterans, and everyone in between. When NVP+ enters a neighborhood, it does not add a feature. It adds an entire operating layer that did not exist before.

6. Lifestyle Lottery
Monthly drawings funded by local business sponsors. $500–$2,000+ prizes including spa days, private chef dinners, personal training packages, therapy sessions, makeovers, tutoring, and home deep cleans. Every active subscriber — free and paid — is automatically entered. No tickets required. No purchase necessary. This is a community giveaway, not a game of chance. Prizes come from real local service providers.
7. Community Pulse Surveys
Periodic neighborhood surveys shape service priorities. Complete a full survey and earn $10 in XP rewards (200 XP). Zone-specific results influence which services get funded and deployed next.
8. Quick Connect — Verified Neighbor Hangouts
Verified subscribers connect with neighbors and meet up at local partner spots — restaurants, cafes, parks, and community venues. When two connected neighbors hang out and verify their meetup through the app via GPS confirmation and photo, both earn XP. Only verified subscribers can connect. Local businesses benefit because NVP+ drives verified foot traffic directly to their doors.
9. Micro-Events
Create or RSVP to spontaneous neighborhood meetups — cleanups, cookouts, skill-shares, hangouts. Each member hosts up to 3 events per month. Neighborhood-verified. Earn XP for attending.
10. Pet Center
Register pets, receive instant lost pet alerts sent to every neighbor in your zone with photo and description, coordinate playdates, and connect with other pet owners.
11. Youth Services (Ages 14–17)
Teens earn real money doing verified neighborhood jobs: dog walking, lawn mowing, tech help, tutoring, and 50+ more. Parent approval required for every booking. Youth Gems and XP titles from Newcomer to Founder. Gift card rewards redeemable from 2,000+ brands. Annual gift card cap designed to remain below IRS reporting thresholds. NVP+ complies with COPPA and does not knowingly collect personal data from children under 13.
12. Emergency Network
One tap alerts nearby opted-in neighbors for medical emergencies, house emergencies, personal safety, or when stranded. Verification codes on arrival. Two-step resolution. Average response: 3 minutes. Designed to complement 911 — not replace it. Always call 911 for life-threatening emergencies.
13. Family Management
One subscription covers the whole household. Each family member gets their own profile, voting access, and XP tracking. Parental controls for teens. Unlimited household members.
14. Skill Swap and Time Bank
Trade skills without money. Offer what you know, request what you need. Hours given and received are tracked. Everyone starts with 2 hours in the bank. A verified neighborhood skill directory connects the right neighbors.
15. Referral Rewards
5 subscribing referrals equals one free month, automatically applied. Cluster bonuses when your zone fills up. Founding members who reach 300+ households get permanent recognition and locked pricing.
16. Gift Card Rewards Catalog
XP earned through participation can be redeemed for gift cards from 2,000+ brands. 1 XP equals $0.01 in real redemption value. The Neighborhood Captain Program
An optional earned leadership role for highly engaged members. Captain roles are entirely separate from XP achievement titles — every subscriber earns XP titles automatically through participation. Captain roles are voluntary leadership positions earned by residents who choose to take on extra responsibility. You do not have to become a Captain to enjoy all NVP+ systems.
Neighborhood Verifier (Entry Tier)
Welcomes new neighbors with in-person visits, confirms residency, and helps ensure people receiving services are genuine community members. Earned by active, verified subscribers on the platform 90+ days. Up to 3 verification visits per week. Earns 150 XP per completed visit plus 200 XP monthly bonus.
Neighborhood Guardian (Mid Tier)
Proven Verifiers with a strong track record who take on a wider area and help develop new Verifiers. Earned after 10 successful verifications and 6+ months on the platform. Up to 7 visits per week. Can nominate new Verifiers. Earns 400 XP monthly bonus.
Neighborhood Captain (Top Tier)
The highest community leadership role in NVP+. Captains oversee verification integrity for their entire neighborhood and serve as the trusted human backbone of the platform's community trust system. Earned after 25+ verified visits, 12+ months, and a record of nominating successful Verifiers. Up to 10 visits per week. Dedicated Captain Dashboard. Earns 800 XP monthly bonus.
The Neighborhood Arena — Now Live
America's first neighborhood tournament platform, now available inside NVP+. Two modes:
District Wars: Entire neighborhoods compete as teams against each other in civic challenges, creative contests, food competitions, and more. Collective scores. Real prizes. Neighborhood bragging rights.
Neighbor vs. Neighbor: 1v1 and group challenges within or across neighborhoods. Physical events, virtual gaming tournaments, cook-offs, talent showcases, dance challenges, timed eating competitions. Community voting determines winners.
Sponsor-funded prize pools. Seasonal championships. Youth division. Population-normalized scoring so every neighborhood competes fairly regardless of size. Nothing like this exists anywhere else.
Equitable Access — Services for Everyone
Through the Lifestyle Lottery and local service provider partnerships, NVP+ gives every subscriber — regardless of income — access to services they would rarely or never encounter otherwise: mental health counseling and therapy sessions, family therapy and relationship coaching, private chef meals and healthy eating instruction in your own home, personal training and fitness coaching, childcare and babysitting, tutoring and academic support for children, massage therapy and wellness sessions, music, art, and skill-building lessons, beauty and styling services, and home organization and cleaning.

How New Products and Services Enter Neighborhoods Through NVP+
NVP+ offers something no other platform does — a trusted, community-endorsed channel for new products and services to enter a neighborhood seamlessly and authentically. Traditional advertising is ignored. Cold outreach is unwelcome. But when a product or service is introduced through NVP+ — where the neighbor already trusts the platform, already engages with it weekly, and already associates it with real community value — the introduction lands completely differently.
A business or service provider sponsors a neighborhood through the NVP+ business tier. Their offering enters through the platform's existing trust infrastructure — the app, push notifications, XP rewards, Lifestyle Lottery prizes, and the Instant Meal Lottery. Our Story
Neighborhood Value Plus is built on three generations of community service in Portland. In the 1960s, Rev. Wendell Wallace Sr. led Maranatha Church in Portland's inner city — a congregation that united Black and White Portlanders at a time when almost no other church in America looked like that. He helped bring calm to Portland's streets during the 1967 Albina civil unrest.
His wife Leona Wallace Smith spent nearly 20 years as a Community Agent at Jefferson High School — counseling students, bridging school and community, and carrying groceries to neighbors in need while raising ten children. Portland knew her as "Granny." She passed away on July 4, 2024, at 92.
Their grandson, Wendell Wallace III, built Neighborhood Value Plus to continue that legacy through technology and democratic coordination. The platform launched April 1, 2026. The method has changed. The mission never has.

Neighborhoods always control their own priorities, data, and decisions on this platform. NVP+ never shares, sells, or uses personal resident data for any purpose outside of the specific service that resident requested. No resident data is ever shared with third parties, advertisers, or sponsors without explicit opt-in by that resident.
Legal and Trademarks
NVP+ is a coordination and communication platform. All service providers are independent, verified contractors operating under their own licenses and insurance. Emergency Network features complement — never replace — 911 and professional emergency services. Always call 911 for life-threatening emergencies.
NVP+ complies with applicable state and federal privacy regulations including the Oregon Consumer Privacy Act. Resident data is never sold to third parties.
